Graduate level Fellowship Stipends
Applications are being accepted from graduate level and post-doctoral students for fellowship
stipends through the Oil Spill Recovery Institute (OSRI). Fellows must be involved in a study
program in the area of prevention and response to Arctic and subarctic oil spills. This includes a
wide range of technological and ecological subjects that fall within the two primary purposes of
the OSRI:
(1) to identify and develop the best available techniques, equipment and materials to reduce the risk of an oil spill and the risk of damage in the Arctic and subarctic marine environment; and,
(2) to document, assess and understand the long-range impacts of oil spills on the Arctic or
subarctic natural resources, and on the economy and well-being of the people dependent
on these resources.
OSRI encourages graduate students, researchers interested in post-doctoral and pre-masters
graduate research in remote sensing, software development, numerical modeling, and any other
topics related to OSRI's mission to apply. Three to five fellowships will be awarded with
durations of 6-12 months with options to renew.
The OSRI Fellowship stipend during 1999-2000 will be $15,000 for 12-month tenures, prorated
monthly at $1,250 for lesser periods. In addition to the funds for stipend payments, the OSRI
provides the fellowship institution, on behalf of each Fellow, a cost-of-education allowance of
$9,500 per tenure year.
Application Process
Interested students must submit an OSRI graduate fellowship application package
(Schedule C of the Grant
Policy Manual). This package is modified from the standard application package
for most OSRI grants. The graduate fellowship application packet includes a
cover letter, a proposal cover sheet, a project summary/abstract, a project
description (2-5 pages), the applicant's resume or curriculum vitae, and references.

Proposal Evaluation
Applicants should have demonstrated ability to perform the project tasks and an interest in oil
pollution technology and the Arctic and Subarctic marine environment. Applications will be
evaluated based on the project descriptions and their relationship to OSRI's mission, the
applicant's prior educational record and references, and the level of supervisory and educational
support which the project coordinator or principal investigator can provide.
Submission Procedure
The standard guidelines for preparation and submission of proposals DO NOT apply to this
fellowship. Please follow the instructions for submitting a graduate fellowship application
described above in this BAA and complete the Schedule C application packet. Submit one

Who May Submit
Qualified individual researchers, educators and students with an educational background in oil
spill prevention and response technology are invited to submit applications.
Awards
Proposals will be evaluated by the Staff and/or a committee appointed by the OSRI and the
disposition communicated to applicants in a timely manner. The awards will be made as soon as
contract negotiations allow.
Additional Information
The OSRI provides awards for research in the sciences and technology as well as educational programs. The awardee is wholly responsible for the conduct of such programs, research and preparation of the results for publication. The OSRI, therefore, does not assume responsibility for the research findings, their interpretation or implementation of programs.

Submission of the information is voluntary. Failure to provide full and complete information, however, may reduce the possibility of your receiving an award.
