Grants will be made to individuals, institutions, and/or agencies for the duration of one year to develop programs in community education in the area of prevention and response to arctic and subarctic spills. Public education and outreach are essential components of the Oil Spill Recovery Institute's (OSRI's) applied technology and predictive ecology programs. Education programs related to existing technology or ecology programs of the OSRI are encouraged. OSRI also encourages partnerships with other agencies and organizations to enhance existing public education and outreach programs. Examples of programs which OSRI will consider supporting include:
1) Providing forums for local and regional input into the oil spill prevention and response process and natural resource monitoring. Keep the public involved and educated through school and community outreach programs (K-12), publications, radio shows, television series, and/or a video series.
2) Expanding and enhancing student (K-12) understanding of the local marine environment and oil spill prevention and response through curriculum development.
3) Developing programs to educate students and the community on environmental costs of energy and to promote better energy conservation practices in the future.
4) Enhancing academic and community education programs in the field of marine technology.
5) Extending new information technology and services to all residents in the arctic and subarctic region.
Grants may be in the range of $2,500 to $10,000 depending on project
requirements and scope. The duration of these grants will be for one
year. There is from $35,000 - $75,000 available in the FY99 budget for this
program. This advertisment will be open until all monies are committed.
Application Process
Interested candidates must submit an OSRI grant application package. This application may be obtained as a downloadable file from the OSRI web page, or from the OSRI by phone at (907) 424-5800 or e-mail at frontdes@pwssc.gen.ak.us.
The original and three copies of the proposal, including the copy bearing the signed cover page, should be mailed to:

Proposals must be submitted in hard copy form. Proposals will not
be accepted by FAX or electronically.
Proposal Evaluation
Proposals will be evaluated by the OSRI director, individual peer reviewers and/or a review panel. All large proposals will also be reviewed by the Scientific and Technical Committee. The evaluation criteria differ based on the type of project. In general, the proposals will be evaluated based on whether the project fills a gap in current technology or understanding, on how it will improve oil spill response or reduce damage from spills, and on how the research results will be implemented. The experience of the project team members will also be considered. For more information refer to the Grant Policy Manual, Section 4.4.1, which can be found on the OSRI web page.
Awards
Proposals will be accepted on an ongoing basis and grants awarded until available funds are committed. Awards made as a result of this competition will be administered in accordance with the terms and conditions of the OSRI Grant Policy Manual.
Additional Information
The OSRI provides awards for research in the sciences, engineering and technology as well as educational programs. The awardee is wholly responsible for the conduct of such programs, research and preparation of the results for publication. The OSRI, therefore, does not assume responsibility for the research findings, their interpretation or implementation of programs.
