Oil Spill Response and Prevention Transponder System for the State of Alaska

The Oil Spill Recovery Institute (OSRI) is soliciting proposals examining the potential for establishing a transponder system for vessels operating within the state of Alaska. Proposals demonstrating design functionality (beta testing) and suitability for operations in high latitudes will be given preference. The system should be suitable for smaller vessels and include the ability to telemeter vessel identification, location, type and size. Proposals should address oil spill response and prevention benefits conveyed by the proposed system. Integration of meteorological observation instrumentation and the ability to telemeter observed data to a central repository is identified as a desired ancillary function. Twenty-five thousand dollars is available for this project.

Application Process

Interested candidates must submit an OSRI grant application package. This application may be obtained as a downloadable file from the OSRI web page (http://www.pwssc-osri.org) or from the OSRI by calling (907) 424-5800.
The original and three copies of the proposal, including the copy bearing the signed cover page, should be mailed to:

Proposals must be submitted in hard copy form. Final proposals for formal consideration will not be accepted by fax or electronically.

Proposal Evaluation

Proposals may be evaluated by the OSRI director, OSRI technology coordinator, individual peer reviewers and/or a review panel. The evaluation criteria differ based on the type of project. In general, the proposals will be evaluated by how well they meet the needs of the RFP. For more information, refer to the OSRI Grant Policy Manual, Section 4.5 - Proposal Review Process, which can be accessed through the OSRI web page.

Awards

Proposals will be evaluated by the method described above, and awards will be made on a rolling basis contingent upon the availability of funds. Awards made as a result of this competition will be administered in accordance with the terms and conditions of the OSRI Grant Policy Manual.

Additional Information

The OSRI awards funds for projects in the sciences, engineering and technology as well as educational / community programs. The awardee is wholly responsible for the conduct of such programs, all related research and the preparation of any resulting publications. The OSRI, therefore, does not assume responsibility for the research findings, their interpretation or implementation.
